8. Referring to your Despatch No. 25 of 24th.
January, 1908, I have the honour to inform you that Mr. E. Osborne
tendered his resignation of his seat on the Legislative Council on
30th. January owing to his departure from the Colony on retirement.
I enclose copy of a letter which I caused to be addressed to him
under date 3rd. February.

I have provisionally and subject to His
Majesty's pleasure appointed Mr. Edward Shellim to the vacancy and
have now to recommend that the appointment be confirmed.

Mr. Shellim is Manager of the firm of Messrs.
David Sassoon and Company, Limited, and has strong claims to the
seat by reason of long residence in the Colony, of the large
mercantile interests which he represents and of his business abili-
-ty. He has for three terms been Chairman of the Hongkong and
Shanghai Banking Corporation.

Before offering the seat to lir. Shellim I
invited Mr. N. J. Stabb, Chief Manager of the Hongkong and Shanghai
Banking Corporation, to serve,
rve, but after giving careful considera-
-tion to the matter he informed me that he was unable to spare time
to undertake the duties. I then invited Mr. G. T. Edkins, Manager
of Messrs. Butterfield and Swire, to take the vacant seat, but his
